The Big Picture: Oklahoma Housing Finance Agency (OHFA)

The Oklahoma Housing Finance Agency (OHFA) is the state's primary resource for homebuyer assistance. OHFA offers down payment and closing cost help to buyers statewide — and you don't apply through a state office. You apply through a regular mortgage lender who is OHFA-approved.

The core benefit: 3.5% of your total loan amount to cover your down payment, closing costs, or both.


Program 1: The OHFA Gold Loan — Built for First-Time Buyers

The Gold program is the flagship option for first-timers. It pairs a competitive mortgage rate with a 3.5% down payment assistance second lien.

Who qualifies: You must be a first-time buyer — generally defined as someone who has not owned a primary residence within the past three years (the standard federal definition used for bond-funded programs). Exception: if you're buying in a federally designated "Targeted Area" — census tracts with slow growth or low homeownership — repeat buyers are welcome on the same terms.

How the assistance works: The 3.5% is structured as a silent second lien — no monthly payments, no interest. It's repaid when you sell, refinance, pay off the first mortgage, or if the home is no longer your primary residence.

Loan types available: FHA, VA, USDA-Rural Development, and Freddie Mac conventional. (Check with your OHFA-approved lender for the full list of eligible loan types, including any specialty programs.)

Purchase price limits:

  • Standard areas: up to $349,525
  • Targeted areas: up to $427,198

Income limits: Vary by county and household size. Your lender will run the numbers for your situation, or you can review OHFA's published tables at ohfa.org/dpaproducts.

  • Gold Government (FHA/USDA/VA): 5.875%
  • Gold Freddie Mac Conventional: 6.625%

Minimum credit score: 640

Important note on Recapture Tax: Because the Gold program uses tax-exempt bond financing, buyers who sell within nine years and whose income has increased above certain thresholds may owe an IRS Recapture Tax. OHFA provides a Recapture Tax disclosure at closing. Ask your lender or an OHFA representative to explain how this may apply to your situation before closing.


Program 2: The OHFA Dream Loan — Open to Everyone

Not technically a first-timer? You can still get OHFA's 3.5% down payment assistance through the Dream program. There's no first-time buyer requirement — you just need to be purchasing the home as your primary residence.

Purchase price limits:

  • Dream Government (FHA/USDA/VA): up to $356,362
  • Dream Conventional: up to $453,100

Income limits:

  • Dream Government: $150,000 annual income, statewide flat cap
  • Dream Conventional: County-specific, based on 115% of area median income

  • Dream Government: 7.000%
  • Dream Conventional: 7.750%

Want a lower rate? OHFA's "ZERO" option lets you skip the down payment assistance in exchange for a reduced rate — 6.500% for government and 6.875% for conventional.


Program 3: The Housing Stability Program — A True Grant
